Justice Julia Sebutinde is the first African woman to sit on the International Criminal Court (ICJ). She has a legal background, having served as a judge for the Special Court for Sierra Leone and the Uganda Ministry of Justice.

Justice Julia Sebutinde, born on 28 February 1954, is the first African woman to sit on the International Criminal Court (ICJ). She began her judicial journey in March 2012 and served as a judge for the Special Court for Sierra Leone in 2007. Sebutinde’s educational background includes attending Lake Victoria Primary School in Entebbe, Gayaza High School, King’s College Budo, Makerere University, and the Law Development Center.
She obtained a Diploma in Legal Practice from the Law Development Center in Kampala in 1978 and a Master of Laws from the Edinburgh Law School in 1991. In 2009, she was awarded an honorary Doctor of Laws by the University of Edinburgh.
Sebutinde’s career has taken her to various roles and jurisdictions, including serving in the Ministry of Justice in Uganda, the United Kingdom, the Commonwealth, and Namibia. In 2005, she was seconded to the Special Court on Sierra Leone, where she presided over the case against former Liberian leader Charles Taylor. Despite facing controversy, the Special Court for Sierra Leone unpunished the incident.
The pivotal moment in Sebutinde’s career came in the 2011 ICJ judges’ election, where she secured an absolute majority in both the United Nations General Assembly and the United Nations Security Council, earning her a seat on the ICJ. Sebutinde is known for her love of music, soccer, swimming, and Indian cuisine. She has held the position of Chancellor at the International Health Sciences University in Kampala since 2008.
