Dean Benson Phillips(born January 20, 1969), is a businessman and politician, has been serving as Minnesota's 3rd congressional district representative since 2019. He is a member of the Democratic Party and has owned and started several companies, including the Phillips Distilling Company. Phillips graduated from Brown University and was a member of the Sigma Chi fraternity, served as the president and CEO of Phillips Distilling Company from 2000 to 2012.

He later ran Talenti gelato, a company sold to Unilever in 2014. Since 2016, Phillips has been the founder and owner of Penny's Coffee, a coffeeshop chain with two locations in the Twin Cities metropolitan area. In 2018, he ran for the U.S. House of Representatives in Minnesota's 3rd congressional district as a Democrat, winning all three counties in the district. In 2020, he ran for reelection, defeating incumbent Republican Erik Paulsen with 55.6% of the vote. Phillips voted with President Joe Biden's public policy positions 100% of the time, making him more liberal than average in the 117th Congress.

Phillips founded Insight Wealth Strategies and Dean Phillips Financial Services, and is a member of several boards. He was elected to the U.S. House of Representatives in 2018 and is passionate about social justice, environmental protection, education, healthcare, and gun control. Phillips is a member of the Democratic Party.
