Josepha Madigan is an Irish politician who served as Minister of State for Special Education and Inclusion from July 2020 to March 2024. She has been a Teachta Dála (TD) for the Dublin Rathdown constituency since 2016.

Josepha Madigan ( born 21 May 1970) is an Irish politician who served as Minister of State for Special Education and Inclusion from July 2020 to March 2024. She has been a Teachta Dála (TD) for the Dublin Rathdown constituency since 2016. Madigan is a licensed attorney, mediator, and member of the MII Council.

She was elected as a TD in 2016 after serving as a councillor for the Stillorgan local electoral area on the Dún Laoghaire–Rathdown County Council since May 2014. Madigan was elected as a Fine Gael TD for the Dublin Rathdown seat in Dáil Éireann in 2016, defeating incumbent TD Alan Shatter.

In July 2017, she was named Chair of the Committee on Budgetary Oversight. Madigan was also a member of the Public Accounts Committee and introduced a private member’s bill to cut the four-year divorce waiting period in Ireland to two years. In February 2020, she was re-elected.

Madigan drew criticism for calling children without special needs “normal” and comparing homes for mothers and babies to those where children with special needs do not attend school.
