Josepha Madigan is a politician from the Fine Gael party in Ireland. She has been serving as the Minister of State for Special Education and Inclusion from July 2020 to March 2024. She has been a TD for the Dublin Rathdown constituency since 2016.

Madigan was born in Dublin and is a licensed attorney with twenty years of experience in family law. She has served as a councillor for the Stillorgan local electoral area on the Dún Laoghaire–Rathdown County Council since May 2014. In 2016, she was elected as a Fine Gael TD for the Dublin Rathdown seat in Dáil Éireann, defeating incumbent Fine Gael TD Alan Shatter by almost 1,000 votes.

Josepha Madigan was appointed as the Chair of the Committee on Budgetary Oversight in July 2017. She was an active member of the Public Accounts Committee and introduced a private member's bill that reduced the four-year divorce waiting period in Ireland to two years. In November 2017, she was named Minister for Culture, Heritage, and the Gaeltacht, succeeding Tánaiste Frances Fitzgerald.

In February 2020, she was re-elected, coming in third behind party colleague Neale Richmond and Green Party Deputy Leader Catherine Martin. Taoiseach Micheál Martin named Madigan Minister of State for Special Education and Inclusion on July 1, 2020. In January 2021, Madigan drew criticism for calling children without special needs “normal” and comparing homes for mothers and babies to those where children with special needs do not attend school.

The Commission of Investigation into Mother and Baby Homes and Related Matters released its Final Report before Madigan's remarks. She apologized for her poor analogy and deleted a tweet after receiving backlash for being careless and inappropriate. Madigan made her resignation as Minister of State for Special Education and Inclusion and decision not to run for office in the upcoming general election known on March 22, 2024.
